YOU NEED EXECUTIVE
LEADERSHIP. YOU DON'T NEED
TO HIRE FULL-TIME YET.
What Is a Fractional Executive?
A fractional executive is not a consultant. Consultants advise from the outside and deliver recommendations. Fractional executives join your team, attending your leadership meetings, using your company email, representing you externally to investors, partners, and customers, and taking direct accountability for a specific operational area and its outcomes.
The distinction matters. When PVentures engages with your company, Armando Pereira does not hand you a deck and fly home. He becomes your executive for the duration of the engagement, with real decision-making authority, real operating responsibility, and real accountability for the result.
| Dimension | Fractional CxO (PVentures) | Consultant / Advisor |
|---|---|---|
| Role in organization | Embedded in the C-suite, attends leadership meetings, and company email | Embedded in the C-suite, attends leadership meetings, and company email |
| Deliverables | Built teams, closed deals, operational systems, and signed alliances | Strategy decks, reports, and roadmaps |
| Accountability | Accountable for outcomes and KPIs | Responsible for delivering advice |
| Engagement model | 9–18 months; 10–20 hrs./week; outcome-driven | Project-based or hourly; ends at deliverable |
| Cost vs full-time | 20–40% of equivalent full-time CxO salary | Variable; often similar cost, lower authority |
| End game | Runs a search for its own full-time replacement | Seeks contract extensions or new projects |
| Vertical depth | 18 yrs: telecom, IIoT, edge computing, autonomous systems | Generalist or limited vertical depth |
Below are the four fractional roles that we offer at PVentures.
Book A 30-Min Introductory Session →Fractional COO / PRESIDENT
The Problem
You are a technical founder who has built something exceptional, and now your board, your investors, and your market are demanding operational maturity that feels like a different job than the one you signed up for. Or, you have a leadership gap at the top and cannot afford six months of search paralysis while the market moves.
What PVentures brings: Armando has held CEO and President roles across multiple companies, including Wi-Next (Italian IIoT startup, 2014–2017) and the AVCC (2017–2025). He has raised over $100M in venture funding, scaled teams to 100+, and managed boards at seed through Series C stages across telecommunications, industrial IoT, edge computing, and autonomous systems. As Fractional COO, he attends board meetings as your representative, manages the leadership team, and runs the company's operating rhythm, until a full-time COO is ready or a new CEO is hired.
Responsabilities
- ✓ Board management and investor communications
- ✓ Operational rhythm: weekly leadership meetings, OKR/KPI frameworks, reporting dashboards
- ✓ Capital raise preparation: Series A, B, or C narrative, data room, investor introductions
- ✓ Full-time CEO or COO search: job description, candidate evaluation, onboarding
FRACTIONAL CTO
The Problem
Your engineering team has technical depth but lacks the senior leadership to define a technology architecture that scales, engage with standards bodies, satisfy carrier or OEM technical due diligence, or communicate credibly with a technical board.
What PVentures brings: Technology leadership rooted in deep-tech execution, not web development or SaaS product management. PVentures has co-authored and represented the IEEE 1934 fog/edge computing standard, led engineering organizations in autonomous vehicle computing and industrial IoT, and navigated carrier qualification processes in telecommunications and OEM qualification in autonomous systems. The standards-body credentials (TIA Board, EIA Board, IEEE Senior Member, OpenFog founder) are operational assets, not wall decorations.
Responsabilities
- ✓ Technology architecture definition and engineering roadmap
- ✓ Standards-body representation (IEEE, ETSI, TIA, EIA, SEMI, AVCC) on your behalf
- ✓ Carrier or OEM technical qualification: documentation, architecture reviews, partner-facing technical leadership
- ✓ Engineering team structuring, hiring, and VP-level mentorship
FRACTIONAL CMO
The Problem
Your go-to-market strategy is built around consumer-market frameworks that do not translate to the carrier procurement cycles, OEM qualification processes, consortium marketing, and technical-buyer content strategies that deep-tech companies actually need. Your marketing team is generating activity but not pipeline.
What PVentures brings: 18 years of B2B marketing leadership across telecommunications, industrial IoT, edge computing, and autonomous systems, including consortium communications strategy (OpenFog, AVCC), carrier and OEM partner marketing, and startup launch GTM (Wi-Next in Italy). PVentures understands how technical buyers in telecom carrier organizations, industrial enterprises, and automotive OEMs actually make decisions, and how to build the content and relationship infrastructure that moves them.
Responsabilities
- ✓ Deep-tech go-to-market strategy: messaging, ICP definition, channel prioritization
- ✓ Carrier and OEM partner marketing: account-based strategy, technical content, joint marketing agreements
- ✓ Consortium and standards-body communications strategy
- ✓ Content engine buildout: thought leadership, speaking submissions, LinkedIn strategy
Consortium Formation & Industry Alliance Building
The Problem
You know that your market's future depends on pre-competitive collaboration, shared standards, and multi-company technology alignment. This is true in telecommunications (where interoperability standards define who wins), in edge computing (where IEEE 1934 is the architecture reference), and in autonomous systems (where AVCC and SEMI specifications shape the supply chain). But building a consortium from scratch requires a specific kind of leadership that almost no one has actually done.
What PVentures brings: This is the most differentiated capability in the PVentures offering, with zero equivalent in the fractional executive market. Armando Pereira has launched two globally significant consortia from scratch: the OpenFog Consortium (IEEE Standard 1934) and the Autonomous Vehicle Computing Consortium (AVCC, SEMI alliance). No other fractional executive firm offers this service.
Responsabilities
- ✓ Consortium architecture: founding member recruitment, governance structure, IP framework
- ✓ Standards-body engagement: IEEE, SEMI, ETSI, TIA, ITU submission and representation
- ✓ Multi-stakeholder alignment: negotiating competing interests between OEMs, Tier 1 suppliers, carriers, and chip companies
- ✓ Alliance-to-market: translating consortium outputs into GTM advantage for member companies
FRACTIONAL ROLES FAQS
A fractional executive is a senior leader who joins your team, attends your leadership meetings, owns an operational area, and is accountable for outcomes, on a part-time basis. This is fundamentally different from a consultant or advisor who delivers recommendations from the outside.
Those firms compete on scale and breadth across 70+ industries. PVentures operates primarily in four deep-tech verticals, telecommunications, industrial IoT, edge computing, and autonomous systems, with credentials (OpenFog/IEEE 1934, AVCC, TIA Board) that no other fractional firm can match.
Fractional CxO engagements typically run at 20–40% of the equivalent full-time executive cost. A full-time CxO in deep tech costs $300K–$600K annually; a fractional engagement delivers equivalent strategic outcomes at a fraction of that investment.
After the initial introductory session, a typical engagement begins within 2–3 weeks from a signed agreement.
